Hello,
I am a freelance Photographer for my local county, and I was wondering what
is the best time of day to take pictures so that they will come out better
than what I have been shooting. I have a Canon Rebel G 35 mm with all the
lens you can get. I have shot in the morning and that seemed like a good
time but some times I am out and need to shot and the time is near noon, is
this a really bad time to take a photo ?. Please someone get back to me

That depends on your subject matter and what you mean by coming out better.

If morning works better for you, shoot then. ;-) That is often a nice
time of day for photos due to inactivity, lighting, coloration, fresh
dew or snow, etc.

Midday sun casts harsh shadows that tend to obscure details. Depending
on your subject, you may want to use a fill flash or reflector for
midday photos of close subjects.

And of course, sometimes the shadows *are* the subject. It's more a
question of "what kind of stuff can you do in each kind of light",
rather than what times you can do stuff. Being able to judge what
shadows are going to look like in the capture is a big part of
composition. Until one understands the difference between what the
brain sees and what the camera sees, one will take lots of awkward
pictures.
